There are those who pursue material success, and there are those who dedicate their lives
to the pursuit of justice. Henry William McCarter belongs firmly among the latter.
For decades, he has stood where few are willing to stand, challenging systems of power, confronting institutional failure, and advocating for those whose voices have been silenced. His life’s mission has never been one of personal recognition, but of restoring the rule of law, protecting human dignity, preserving the peace, national unity, indivisibility of the Republic, securing the well-being of the people of the Republic, and ensuring that justice is once again accessible to ordinary people.

Peace can only exist in the presence of justice. Driven by the conviction that peace cannot exist where justice has been denied, Henry William McCarter has devoted himself to the restoration of judicial integrity throughout Africa. His work has brought him into direct engagement with governments, state institutions, judicial authorities, and policymakers, often requiring him to confront entrenched interests in pursuit of providing effective, transparent, accountable and coherent government for the Republic as a whole. His unwavering belief remains that the judiciary must stand independent, loyal to the Constitution, the Republic and its people, and be accessible to every person, regardless of status or circumstance.

His humanitarian vision extends beyond court or any independent and impartial tribunal or forum. He has become a tireless advocate for the release of humanitarian and economic resources withheld by bureaucratic and governmental barriers, resources intended to alleviate poverty, stimulate development, and restore hope to communities across the African continent. For Henry William McCarter, justice is not an abstract legal principle; it is the foundation upon which prosperity, peace, and human dignity are built.

A distinguished legal strategist and polymath, Henry William McCarter has contributed significantly to legislative reform, assisting nine African nations in developing progressive cannabis legislation designed to promote medicinal access, economic empowerment, and responsible governance. His legal expertise is matched by skills in diplomacy, mediation, and conflict resolution, enabling him to build bridges where division has long prevailed.

His commitment to Africa and its people was recognised through his appointment as African Ambassador for the African Diaspora Union and Special Envoy for Human Rights. These appointments reflect the trust placed in his ability to engage governments, traditional leaders, and international institutions in advancing justice, peace, and human rights.

In July 2019, he was appointed Co-Chair of the SADC National Peace Commission and was subsequently elected Chairman. Under his leadership, the Commission evolved into the Pan-African Peace Commission, extending its reach across the continent in pursuit of justice-driven peacebuilding. His leadership continues to foster collaboration between peace
commissions, governments, and civil society, grounded in the enduring principle that reconciliation without justice is neither sustainable nor complete.
Henry William McCarter also serves on the Liberian Economic Development Committee, contributing to initiatives aimed at strengthening the economies of West, East, and Central Africa. Through continual consultation with governments and advisory bodies, he seeks practical solutions that unite legal reform with economic development and humanitarian
advancement.
With more than forty years of leadership in business, governance, finance, and strategic development, Henry McCarter has consistently used his experience not for personal gain but in service of others. His vision has always been one of empowerment, unlocking opportunity, nurturing leadership, and building institutions capable of serving future
generations.

In May 2026, All Nations University, Cape Town, conferred upon Henry William McCarter the Honorary Doctor of Laws (LLD) in recognition of a lifetime dedicated to justice, humanitarian service, and the advancement of Africa.

Dr. Henry William McCarter’s legacy is not measured by the offices he has held, but by the people he has sought to protect, the institutions he has challenged to uphold justice, and the unwavering belief that no nation can know lasting peace until its judiciary commands the confidence of its people. His life’s work stands as a testament to honour, courage, integrity, and the enduring truth that the defence of justice is, above all else, an act of humanity and dignity.
