To All Monarchs,
Your Majesties,
Kings and Queens,
Your Highnesses, Princes and Princesses,
Paramount Chiefs, Noble Elders,
Esteemed Guests of the Pan-African Peace Commission, Peace Conference at the ICC on the 9th & 10th of April 2026.
Bayethe,

* ALL PROTOCOLS OBSERVED *
The significance of the Pan-African Peace Commission Peace Conference cannot be overstated. The decisions and commitments made there will shape the destiny of this nation for generations to come, for we stand at a defining moment in our history.
Our present reality is grave: the judiciary and law enforcement, institutions meant to safeguard justice,
are captured.
When justice is captured, the very foundation of peace collapses. If this trajectory is allowed to continue, we risk descending into a state where lawlessness becomes normalised, institutions lose legitimacy, and future generations inherit slavery instead of freedom.
Peace can only exist where justice prevails.
In recognition of this truth, the Pan-African Peace Commission remains resolute in advancing three urgent and non-negotiable priorities:
- The Restoration of Justice
Without immediate intervention, injustice will calcify into permanence. A nation that cannot uphold justice cannot protect its citizens, its sovereignty, or its future. Delay will only deepen systemic decay.
2. The Restoration of Kingdoms
The erosion of traditional leadership structures threatens cultural identity, social cohesion, and historical continuity. If left unaddressed, we risk severing the living link between our people, their heritage, and their rightful systems of authority.
3. The Restoration of Governance
Governance must return to a foundation of integrity, merit, and accountability. Without decisive reform, corruption and illegitimacy will continue to entrench themselves, closing the door on any meaningful democratic future.
South Africa, all nations, envision emanating from this Peace Conference the emergence of a courageous and Unified Upper House. With clarity of purpose and constitutional conviction, it will advise South Africa that it assumes responsibility for implementing lawful solutions to these national crises.
The urgency of this moment cannot be overstated; this may be the last viable opportunity to restore Justice, Kingdoms, and Governance within our lifetime.
To those who read this: understand the weight of this hour. We cannot, and must not, allow our grandchildren to be born into a condition of modern slavery.
History will judge us not by our intentions, but by our actions . . . or our failure to act.
In the broader Pan-African context, the importance of this Peace Conference calls for courage and commitment.
With collective will and decisive support, even a modest contribution, R8 million (US$500,000), to host the event in the ICC for two days. Which can catalyse a nation’s liberation from systemic dysfunction.
This is not merely about freedom in principle, but freedom in practice:
- Freedom from perpetual struggle
- Freedom to establish honest, merit-based governance
- Freedom for all South Africans to live with dignity in their own land and enjoy freedom.
History, justice, and the promise of true freedom now rest upon our shoulders.
Let us not be misled by any government structure that operates outside lawful authority while claiming legitimacy.
The time has come to reaffirm rightful governance.
I therefore support a Unified Upper House composed of all Kings and Queens, with the Peace Commission holding two permanent seats and a clearly defined constitutional mandate.
In establishing this new dispensation, it is affirmed that it shall not be exclusive in character but inclusive in mandate, ensuring that all nations, peoples, and traditional authorities are duly represented and afforded recognition within its constitutional framework. This collective representation shall stand as a guarantee that no community is marginalised, and that the legitimacy of the Unified Upper House is derived from the full spectrum of nations it serves.
It will be an honour to meet you all in Durban as we take these necessary steps together.
Bayethe
